Using the FEI HorseApp

What is the FEI HorseApp?

The FEI HorseApp contains various modules to help you manage your FEI-registered horses, including traceability features and monitoring of horse health at FEI events. The app can be downloaded  from the Apple Store or from the Google Play Store, and is available to athletes, national federations, vets, grooms, owners, Endurance trainers and organising committees. The content of the app is specific to the type of user – such as athlete, groom, vet, owner or official – and its use is referred to in both the FEI General Regulations and the FEI Veterinary Regulations (available below).

In accordance with the FEI Veterinary Regulations 2025, a number of horse health requirements have been put in place to protect FEI horses and global equestrian sports from the consequences of infectious diseases being transmitted before, during and after FEI events. This provides reassurance of the high health of sporthorses to global, continental and national veterinary authorities and organisations, and will maintain and further improve the conditions for international movement of sporthorses.

The FEI HorseApp now records all equine influenza vaccination details.

What does this mean for me?

Anyone competing in FEI competitions must use the FEI HorseApp to upload documents, record horse temperatures and certify the health status of their horse(s). All athletes, grooms, vets, officials, organising committees, endurance trainers and owners need to be aware of the horse health requirements and use the FEI HorseApp to fulfil these requirements in accordance with the FEI 2025 Veterinary Regulations for all FEI events both in the UK and worldwide. Violations and sanctions are in place for failure to submit the correct data on time, which are connected to the horse profile and not the athlete. This is important to note in the event of a horse being ridden by multiple riders. All sanctions will be sent to the Person Responsible, so it is vital that they submit all the required data. There are different views and different types of data to be captured within the app depending on who you are. 

FEI HorseApp for Athletes

This version of the app will allow you to:

  • Upload your horse documents to the FEI Database in accordance with Art. 137 of the FEI General Regulations
  • Fill in the horse health self-certification form for every horse that will be present at an FEI event the day before or on the day you arrive at the event, in accordance with the FEI Veterinary Regulations
  • Enter two daily temperature readings for every horse that will be present at an FEI event for the three days leading up to the arrival at an FEI event. For clarification, the three days prior to your arrival at the event are calculated as per this example: If you plan to arrive at the event on the Thursday, you will have to enter the temperatures for the three preceding days (Monday, Tuesday and Wednesday).
  • Enter two daily temperature readings for each horse while at an FEI event, from arrival until departure.
  • Check-in your horse when required by the FEI 
  • Upload your negative PCR tests when required
  • Record historical equine influenza vaccination details (available as of 3 February 2025)

How to create your account on the FEI HorseApp

  1. Click on Create my FEI account or Don't have an account? Create one.

  1. Select the group of people to which you belong and in which you are registered with the FEI, then click Next in the top right corner of the screen.

  1. Fill in your personal details so your account can be activated. The more information you put in, the greater chance you have to match your account. Click Submit in the top right corner.

  1. If your account matched the one held at the FEI you will receive an email to activate your account.
  2. Click the link in the email and follow the steps to create a password.

Please note: If the information you provide does not match what the FEI has on their database, a message will be displayed on your mobile application screen.  You can always click on "Cancel" and edit any information. If the information is correct, but the FEI system can't find you, please continue and an email will be sent to the FEI IT support team, who will look into it as soon as possible and get back to you.

Remember to bring your own thermometer to the event and make sure it is readily available on arrival because you will have to take the temperature of each horse after unloading them.

Make sure to be accompanied by a second person when presenting your horse for temperature-taking, so that one person can handle the horse and the second person can take the rectal temperature. It is not the responsibility of FEI Veterinarians or FEI Officials to handle your horse when the temperature is being taken.  

How do I upload my horse documents?

You can instantly find the details of your horse(s) by scanning the bar code on your FEI recognition card, searching by FEI ID number/name or using the My Horses functionality of the app. You can use the advanced picture editing tool to crop and rotate your picture with a few easy clicks and you can upload your document(s) directly to the FEI database.

How do I submit my Health Self-Certification Form?

You can fill in the relevant self-certification form for each horse attending the event prior to arrival at a specific FEI Event using the HorseApp. This can be done the day before arrival or on the day of arrival.

How do I record my horse's temperature?

You can enter daily temperatures of FEI horses twice a day for the three days leading up to the day of arrival at a FEI event and twice a day during a FEI event.

How do I check-in my horse?

You can check-in your horse to inform the FEI of their location in two simple clicks on the HorseApp. This is important in the event of an outbreak. A video of how to do this can be found below.

How do I upload a PCR test?

You can provide a photo of a negative PCR test for EHV-1 prior to a FEI Event in the HorseApp.

How DO I report an incorrect Person associated with my Horse On the FEI HORSEAPP?

HOW DO I RECORD HISTORICAL VACCINATION DETAILS (AVAILABLE AS OF 3 FEBRUARY 2025)

If your horse does not have any equine influenza vaccination details recorded on the FEI HorseApp, you can enter the last vaccination details recorded in your horse's passport. You will not be able to add new vaccinations administered after the 3 February 2025 into the app. Only vets will be able to do this.

FEI Horseapp for grooms, owners and Endurance Trainers

This version of the app will allow you to:

  • Fill in the horse health self-certification form 
  • Enter daily horse temperatures
  • Check-in horses when required 
  • Upload negative PCR tests when required

How do I register as a groom with the FEI?

This version of the app allows vets to:

  • Perform the 'examination on arrival' at FEI events 
  • Search for FEI horses during the 'examination on arrival', together with compatible microchip scanners
  • Consult and monitor the daily temperatures of horses at FEI events 

Examination on arrival – how do I use the FEI HorseApp?

You can open a horse's profile by using the HorseApp to scan the horse's microchip with a Bluetooth-compatible microchip reader. You can:

  • Instantly find the horse by scanning the bar code on an FEI passport or recognition card or searching by FEI ID number
  • Review the horse temperatures from the three days prior to their arrival at the event and consult the horse health self-certification form
  • Check the horse's negative PCR test when applicable
  • Enter the horse's temperature and submit the information to the FEI

How to I look at a horse's logged temperatures?

You can consult and monitor the daily temperatures of horses stabled at FEI events at which you are officiating. 

This version of the app allows FEI officials to consult and monitor the daily temperatures of horses at FEI events.

 

FEI Horseapp for organisers

This version of the app allows Organising Committee Members to:

  • Check-out horses from their event

It's compulsory for the organising committee to check-out all horses leaving a FEI event to help manage horse movement and traceability. You must only check-out a horse if/when they are leaving the FEI show/venue. This should be done on the day they leave when you give the horse's identification document back to the athlete or owner. A derogation may be given by the FEI Veterinary Department to allow horses competing in CCI4*-S events to be stabled away from the event venue. The horse’s location must be recorded in the FEI HorseApp to permit stewarding and EADCM testing at the location in which the horse is stabled. what are the sanctions for failing to use the horseApp?

Violations and sanctions are linked to horses and not athletes. If athletes share horses, the sanctions will remain on the horse profile and will be issued accordingly. Athletes can see the level of sanction at which the horse is – how many violations have occured for this horse – and it is vital that each rider submits the required information.

Sanctions are reset a year after the first sanction was issued.

Failure for the sixth time to have done any of the below at an FEI event:

  • Taken and entered the temperature recordings in the FEI HorseApp for the three days prior to arrival at the FEI event and presenting this at the examination on arrival.
  • Presented a completed a FEI self-certification form on the FEI HorseApp at the examination on arrival.
  • Taken the horse's temperature twice daily and recorded them in the FEI HorseApp while present on the event Venue (either for three or more consecutive recordings or four or more in total).

Fine of CHF 300

The horse may be allowed to compete, but will be blocked in the FEI database for 10 days following the event at which this sanction is obtained.

Failure for the seventh time to have done any of the below per FEI Event:

  • Taken and entered the temperature recordings in the FEI HorseApp for the three days prior to arrival at the FEI event and presenting this at the examination on arrival.
  • Presented a completed a FEI self-certification form on the FEI HorseApp at the examination on arrival.
  • Taken the horse's temperature twice daily and recorded them in the FEI HorseApp while present on the event Venue (either for three or more consecutive recordings or four or more in total).

Fine of CHF 400

The horse may be allowed to compete, but will be blocked in the FEI database for 1 month following the event at which this sanction is obtained.

The athlete must be reported to the FEI HQ for further disciplinary action. 

Failure to record equine influenza vaccination details in the FEI HorseApp applicable from the 1 January 2026. 21 Fine of CHF100 each time the horse is presented. 
First time failure to present the self-certification using the FEI HorseApp at examination on arrival. 10.1 Warning

Fine of CHF300

The horse is allowed to enter the particular event, but will be blocked in the FEI database for 10 days and only released after 10 days of rectal temperatures have been recorded in FEI HorseApp.

Fourth time or further failure to present the self-certification using the FEI HorseApp at examination on arrival. 10.4

Fine of CHF400

The horse is not allowed to enter the event venue (by ground jury member) and will be blocked in the FEI database for one month and only released after 10 days of rectal temperatures have been recorded in FEI HorseApp.

 

Can I appeal a HorseApp fine?

The sanctions apply per horse and will be issued by FEI Headquarters following an automated process. The fine (where applicable) will be issued to the person responsible of the given horse.

Unfortunately, the FEI do not allow for any missed recordings or even lack of internet on event for missed recordings. Multiple people can be registered on the FEI App for a horse and, if this still does not work, you can seek help from the veterinary official on site at the event. Unfortunately, any appeal will not be accepted by the FEI unless the horse did not attend the event.

All fines from FEI events are issued directly from the FEI to the rider’s national federation and are not associated with any prize money as this comes separately from the event.

Fines are issued by the FEI to the national federation of the person responsible. Payment of the fine must be made to your national federation.
